@sarah - The DW is a place where your Pokémon goes when s/he falls asleep.
You have create a Game Sync data first (there's an option in the game menu (before you load the saved game) to do so). In the game there's a thing called the C-Gear, as you most likely already know. If you tap on "Online" you'll see Game Sync. This is where you go if you want your Pokémon to fall asleep.
Once your Pokémon is asleep (this might take very long now everyone is trying to access the DW) you can visit the DW.
You'll have your own house, which is a lot like the secret base. You can decorate the house (there's a girl in Nacrene City who'll start selling furniture after the first time you visit the DW). You can grow berries, which you'll have to water. Your friends registered in your Pal Pad can water them for you, too! There's an area where you can place items. These items can be traded by friends who visit your island.
Then there's the area called "Dream Isle". This is a place where you can find items and Pokémon. In my opinion this is the most interesting area in the DW. You can find more information about the Dream Isle here.
You can also get points while your in the DW: 1 Point - Trade items with your friend 10 Points - Water your friend's Berries 10 Points - Harvest Berries 10-30 Points - Complete mini-games in the Dream Isle 50 Points - Send Pokémon found in the DW to your main game These point can give you access to new areas and when you manage to gain 500 points in one dream state of the Pokémon, it'll gain a level when you use the Game Sync the next time.
You can also play in the DW for only one hour. When your time is up you have to wait 24 hours before you can play in the DW again.
I hope this helped! c:
